Child Support Enforcement
Texas law presumes that a custodial parent should receive child support from the other parent regardless of whether the parents were ever married. If there is a dispute regarding the paternity of a child, the Court may compel both mothers and fathers to submit to paternity testing to establish who the father of a child is. Under Texas law, visitation and parenting rights are not tied to child support payments or enforcement. The courts recognized the rights, opportunities and obligations of a noncustodial parent to be involved in his child's life, unless parental rights have been terminated.
